JOB DESCRIPTION

The Local Business Manager assists the Senior Program Manager (SPM) in the management of local business and operations functions for Worldwide Logistics Support Services Contractor Logistics Support (WLSS-C) MD-530 Contractor Logistics Support (CLS) effort in Afghanistan. This position will require working knowledge necessary to lead a CLS program in support more than 50 MD-530 F series rotary wing aircraft.

The Business Manager will be the foci of support to the SPM for all local business actions whilst on the ground in Afghanistan.  They will oversee on-site financial operations and local vendor management.  In coordination with the corporate contracts and finance offices, this individual will administer locally-sourced contracts that support the program’s daily operations.  Provide analysis and forecasting of funding as well as prepare contract deliverables to the SPM ensuring no deliverables are missed.  Coordinates all financial data with corporate finance department ensuring accountability for operations and local funds accounts.  Works with the SPM to ensure compliance with all contract mandates and provides recommendations for corrective actions or improvements where needed.  Additional duties and program support as directed by the SPM.

The Business Manager will support services in the areas of program analysis, annual and multi-year fiscal planning, and development of work-plan(s).Performs research tasks to obtain various types of data which is analyzed to derive relationships involving system parameters, schedules, and cost variations. Provides program support interpretation, assessment, and analysis of planning documents and directives received from higher echelon to determine effect on Program Management Office (PMO) objectives and plans. Serves as cost analyst participating in the planning, coordinating, and conducting of operations research studies of specific materiel/support systems. Assesses the impact of the various major components of hardware on costs and related support systems (i.e., maintenance, logistics, TOE, etc.) Monitors cost, schedule, technical, and operational aspects of projects for which responsible.

Other duties include, but are not limited to, the ability to –
• Obtain proficient knowledge of the organization, direction, and requirements of the contract efforts and work closely with the SPM as necessary to support the customer.
• Work closely with PMO leadership team and pilot staff as required to address program deliverables (i.e. Human Resources, Recruiting, Finance, Quality/Compliance, Chief Pilot)
• Provide direct liaison support and maintain positive working relationships with US and Afghanistani government management personnel.
• Assure the optimum utilization of program resources. 
• Maintain accurate records of program data, deliverable items, and material.
• Assist the SPM in monitoring, and balancing the constraints of scope, quality, schedule, budget, resources, and risk while satisfying project requirements and exceeding stakeholder expectations
• Assist the SPM to ensure achievement of contractually based financial, schedule, and technical performance objectives.

SKILLS/EXPERIENCE REQUIREMENTS:

Candidates must have: 
• 8 Years experience in finance, contracts, or program analysis
• Must have demonstrated experience with similar Outside the Continental United States (OCONUS) military programs.  Experience working in the Middle Eastern region preferred
• A current Secret Level security clearance and the ability to maintain such

EDUCATION REQUIREMENTS

BS degree in management, finance or related field required.

Must be a US Citizen.
