JOB DESCRIPTION This position will manage the entire lifecycle of the acquisition from the initial bid and proposal through agreement creation on to close out. This process includes identifying specific needs, researching, negotiating with possible sources, deciding which provider to select as the subcontractor, creating/executing the subcontract, and managing the agreement and subcontractor through to closeout. • Conduct market research to identify potential suppliers • Coordinate with Proposal/Capture Manager to request and receive other data calls or proposal inputs from teaming partners • Prepare RFP's to flow-down all applicable prime contract requirements, outlining evaluation criteria and request certified cost or pricing data as needed • Analyze and evaluate proposal submissions for compliance, perform cost and pricing analysis, coordinate with technical team to evaluate proposed technical approach if applicable, prepare questions/evaluation notices and/or negotiation objectives, debrief unsuccessful offerors • Draft subcontract agreements and attachments including SOW/PWS, facilitating inputs from other functional areas (Program Management, Engineering, Contracts, Security, Finance, Property, Insurance, etc).as needed, ) to ensure compliance with all government laws and regulations and company policies. • Successfully negotiate prices, terms and conditions to mitigate financial, business and technical risk • Prepare consent to subcontract and advance notifications as needed • Maintain accurate and complete audit-ready file documentation and records • Follow and suggest improvements to company policies and procedures and lead CPSR compliance • Draft/negotiate modifications and change orders • Manage subcontractor relationships and performance through completion/delivery including ongoing communications, performance evaluations, and handling disputes or concerns to achieve program requirements and company goals such as on-time delivery and excellent CPARs • Prepare/coordinate formal contract close-out with vendors • Mentor and support other procurement personnel as a senior member of the team • Other duties as needed or required. SKILLS/EXPERIENCE REQUIREMENTS: Minimum of 4 years of directly related experience required. Strong leadership abilities Internet research abilities Professional oral and written communication skills Proficiency using Microsoft Office Suite to include Outlook, Excel and Word Good ethics and sound character Deals with confidential information or issues using discretion and judgment Results oriented individual who enjoys both day‐to‐day activities and special projects Demonstrated knowledge of FAR/DFAR/ITAR and IDIQ, CPFF, FFP, T&M subcontracts Excellent analytical, and organizational; and the ability to handle details, meet deadlines, and work independently under general direction Self Starter who is able to multi‐task and adapt to fast paced environment in support of multiple customers Team player and ability to effectively interface with other functional departments Ability to manage and prioritize large work-loads with quick turn-around. Desired Skills/Experience: CostPoint/SharePoint International subcontracting exposure Experience working with Federal Contracts as a Contract Professional Experience/understanding of FAR EDUCATION REQUIREMENTS Bachelor's degree in related field preferred. An additional 4 years of experience may substitute for a degree. HS diploma required. Certification in Federal Contracting preferred. SPECIAL REQUIREMENTS (Certifications, Etc.)
