JOB DESCRIPTION

The Sr. Program Manager (SPM) manages all functions for Worldwide Logistics Support Services Contractor Logistics Support (WLSS-C) MD-530 Contractor Logistics Support (CLS) effort in Afghanistan. This position will require working knowledge necessary to lead a CLS program in support of more than 50 rotary winged aircraft, and a workforce composed of U.S., Other Country National (OCN) and Local National (LN) direct hire and subcontracted employees.
The SPM is responsible for supervising a Deputy Program Manager, multiple Site Managers, a Program Management Office (PMO) team, subcontracted CLS providers, and for the effective management of funds and the quality and timely delivery of all contractual items, including those provided by Pinnacle subcontractors. The SPM operates within contractual requirements, limitations, and company business and policy directives.

Other duties include, but are not limited to, the ability to –
• Obtain proficient knowledge of the organization, direction, and requirements of the contract efforts and work closely with the VP International Operations necessary to support the customer.
• Work closely with senior level staff as required to address program deliverables (i.e. Contracts, Talent Management, Finance, Quality/Compliance and Business Development)
• Provide direct liaison support and maintain positive working relationships with US and Afghanistani government management personnel.
• Define the objectives and strategies of the program, to include strategic and company objectives consistent with customer and contract requirements.
• Assign areas of responsibility for the program and effectively communicate all planning and contractual requirements to the PMO and management team.
• Ensure that all required resources, including manpower, production standards, contractual, quality, material/procurement, logistics and maintenance support resources are in place to meet defined performance requirements.
• Conduct regular reviews of program performance, evaluating the current and projected status against the approved operational and financial plan.
• Assure the optimum utilization of program resources. Assures effective management of subcontracts and execution of the program material plan.
• Maintain accurate records of program data, deliverable items, and material.
• Coordinate with customers to provide necessary program status and obtain customer feedback.
• Monitor and balance the constraints of scope, quality, schedule, budget, resources, and risk while satisfying project requirements and exceeding stakeholder expectations
• Ensure achievement of contractually based financial, schedule, and technical performance objectives.

SKILLS/EXPERIENCE REQUIREMENTS:

Candidates must have:
• A minimum of 12+ years of management experience in a related field of aviation operations, or equivalent military experience
• Demonstrated experience with similar sized, Outside the Continental United States (OCONUS) military aviation CLS programs. Experience working in the Middle Eastern region preferred.
• Experience working with multiple subcontracted suppliers for LN and OCN services support
• A current Secret Level security clearance

EDUCATION REQUIREMENTS

• A Bachelor's degree in management, business, engineering, aviation or other field related to aviation/business operations management. A masters degree is preferred.

SPECIAL REQUIREMENTS (Certifications, Etc.)

Must be a US Citizen. 
Travel up to 75% is required.
