JOB DESCRIPTION

The Director of Maintenance (DOM) assists the Senior Program Manager (SPM) in the management of all functions for Worldwide Logistics Support Services Contractor Logistics Support (WLSS-C) MD-530 Contractor Logistics Support (CLS) effort in Afghanistan. This position will require working knowledge necessary to lead a CLS program in support more than 50 MD-530 F series rotary wing aircraft.

The DOM is responsible for supervising multiple CLS maintenance support operations across sites in Afghanistan and in the development and execution of Ground Operations Plan (GOP).   In coordination with the Chief Pilot, Aviation Safety Officer and Quality Assurance, the DOM will ensure strict adherence to all maintenance, flight safety and airworthiness standards for assigned aircraft. As a part of the Program Management Office (PMO) team, the individual will be expected to support and lead subcontracted CLS providers, and to ensure the quality and timely delivery of all contractual items, including those provided by Pinnacle subcontractors. The Director of Maintenance will assist in ensuring the program operates within contractual requirements, limitations, and company business and policy directives. 

Other duties include, but are not limited to, the ability to –
• Obtain proficient knowledge of the organization, direction, and requirements of the contract efforts and work closely with the SPM as necessary to support the customer.
• Work closely with PMO leadership team and pilot staff as required to address program deliverables (i.e. Human Resources, Recruiting, Finance, Quality/Compliance, Chief Pilot)
• Provide direct liaison support and maintain positive working relationships with US and Afghanistani government management personnel.
• Assure the optimum utilization of program resources. 
• Maintain accurate records of program data, deliverable items, and material.
• Assist the SPM in monitoring, and balancing the constraints of scope, quality, schedule, budget, resources, and risk while satisfying project requirements and exceeding stakeholder expectations
• Assist the SPM to ensure achievement of contractually based financial, schedule, and technical performance objectives.

SKILLS/EXPERIENCE REQUIREMENTS:

The DOM must have a demonstrated competence in project management and technical competence in aviation maintenance field(s) and a knowledge of industry policies and practices. Knowledge of the Federal Acquisition Regulations (FAR), Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices relating to airworthiness and weapon systems maintenance management. The DOM shall assist the SPM with overall organization, direction, and requirements of the contract efforts.  Must possess a level of experience necessary to inspect all aircraft assigned. The DOM will be proficient in the use of maintenance management systems utilized to maintain Army aircraft forms and records. Plans, conducts, and supervises aircraft technical inspections. Coordinate as necessary for all maintenance test flights and operation checks as required. Ensure compliance with aircraft configuration control, and adherence to all required practices as outlined in the GOP and Flight Operations Plan (FOP). The DOM will provides lower level technicians guidance in aircraft repair and technical inspection techniques and procedures according to directives, technical manuals, work standards and operational policies. Prepares evaluations, special reports, and records pertaining to aircraft maintenance repair and related activities.
Candidates must have: 
• 8 Years direct experience in aircraft maintenance; military technical school or an Airframe & Power plant (A&P) License.
• Must be capable of qualifying to perform Hazardous Flight duties as Crewmembers/Non-Crewmembers.
• Required familiarity with and ability to meet the qualifications in AR 95-20D, CONTRACTOR`S FLIGHT AND GROUND OPERATIONS {DCMA INST 8210.1C; AFI 10-220_IP; NAVAIRINST 3710.1G; COMDTINST M13020.3A}
• Must have demonstrated experience with similar Outside the Continental United States (OCONUS) military aviation CLS programs.  Experience working in the Middle Eastern region preferred
• A current Secret Level security clearance and the ability to maintain such.

EDUCATION REQUIREMENTS

HS – Required.  
Desired:Technical or Military School Training FAA license/certification/EASA/ICAO equivalent. A Bachlor’s degree preferred
Military or commercial certifications/degrees (i.e. A&P mechanic, Project Management Professional, Pilot…)  

SPECIAL REQUIREMENTS (Certifications, Etc.)

Must be a US Citizen.
